To my knowlege: Yes, CSX is a free upgrade to Campaign Suite users. And yes, as far as I know, the HARP Chargen will be a free component, both to unregistered and registered users alike.. The underlying Campaign Suite will be more functional with registration though. But there will be no additional charge to already registered users.
I _could_ be corrected on this, but that is my understanding, at this point.
